The Government of the United Republic of
Tanzania, through the Ministry of Energy and Minerals (MEM) has signed a
specific agreement with Swedish International Development Cooperation
Agency (Sida) for implementation of Energy Sector Management Capacity
Strengthening Project aimed at MEM’s
capacity strengthening for its roles of facilitating energy sector
development in the market, providing stimulus for investment and growth,
as well as regulating, monitoring and coordinating activities in the
energy sector.
The scope of the project is the
management of the Energy Sector by the Energy Department of the Ministry
of Energy and Minerals in terms of designing and implementing policy,
strategy, plans and budgets for the sector and oversight of the
implementing agencies and the operation of public private partnerships
as well as its interaction with the energy sector regulator.
The overall objective, to the
achievement of which the delivery of project outputs will contribute,
is: increased access to modern energy services through enhanced
availability, reliability and affordability of energy supplies that are
friendly to the environment.
The project is aimed at supporting
improvements in the management process through advice, mentoring and
skills development through training: it will support management as it
manages to bring about continuous and sustained improvements in process
operation.
MEM is now seeking to engage a Project
Consultant to provide support in the implementation of the Energy Sector
Management Capacity Strengthening Project.
The Scope of Services shall
include, but not necessarily be limited to, the detailed activities
specified in the Project Document. Notwithstanding, the consultant is
also expected to carry out the following;
§ Update the Project Deliverables during
inception as well as prepare the Results Framework, Monitoring and
Evaluation Plan as well as Communication Strategy;
§ Review of the Results Based Methodology (RBM)/Logical Framework Approach (LFA) and any required adjustments proposed;
§ Assessment of capacity development requirements;
§ Formulation of a detailed work plan
and budget, including deliverables, for the first year and indicative
plans for the subsequent period;
Formulation of Terms of Reference for
goods and/or services related to project activities at a level of detail
sufficient for procurement and subsequent implementation as well as
follow-up;
§ Conducting institutional capacity assessments, develop baselines for measuring capacity building progress;
§ Designing, implementing and monitoring of a capacity building framework based on best practices;
§ Developing implementation tools and guidelines to support training and capacity development;
§ Clarifying roles for stakeholders and managing donor coordination around the capacity development;
§ Coaching and mentoring the Energy Department Staff to support their professional development;
§ Creating a knowledge management
strategy to promote understanding, dissemination, and use of capacity
building best practices and lessons learned, including developing
criteria for data collection, revision and organization and develop
indicators and targets to monitor the effectiveness and impact of the
training program.
The Project Support Team should comprise:
§ A Team Leader with experience in public administration reform and/or Public Financial Management (PFM) reform;
§ 1 senior Public Financial Management Adviser (Masters in Economics) with at least 10 years of PFM advisory, mentoring and training experience;
§ 1 junior Public Financial Management Adviser (Masters in Economics) with at least 5 years of PFM advisory, mentoring and training experience.
§ 1 senior Energy Economist and Policy Adviser (Masters in Economics) with at least 10 years of Energy Policy advisory, mentoring and training experience;
§ 1 junior Energy Economist (Masters in Economics) with at least 5 years of experience;
§ 1 IT Adviser with experience of design and implementation of computerised document and data management systems;
§ 1 Procurement and Contracting Adviser with experience of private sector energy project negotiation and management;
